Beyond the exclusive island lifestyle, property investment in an Integrated Resort Scheme (IRS) for foreigners in Mauritius comes with a number of fiscal advantages. The nation has non-Double Taxation Agreements (DTA) with 45 countries and should you wish to be tax domiciled in Mauritius, the duration of your stay on the island should be a minimum of 183 days per year to benefit from the following advantages :

• No taxes on dividends, capital gains, on wealth, and on direct inheritance rights
• Free repatriation of profits, dividends and capital
• 15% tax rate for companies as well as on revenue
• Customs duties and VAT exemption on any goods imported through the freeport
• No exchange control

Buy a property in Mauritius in 3 steps

The acquisition process for an IRS property at Anahita Mauritius consists of three main steps:

1. The first step of the acquisition process is the signature of the relevant reservation agreement between the buyer and Anahita Mauritius.

2. Following this step, and upon receipt of the required documents from the buyer, the IRS developer will submit an application for IRS acquisition to the Board of Investment (BOI) of Mauritius (on behalf of the buyer).

3. Finally, upon receipt of the approval letter from the BOI, and once all other relevant acquisition criteria have been met, the buyer and vendor shall proceed with the signature of the sale agreement (Notarial deed) before the Notary in Mauritius.

Terms of payment

Vente en l’état de futur achèvement (vefa / off-plan property sale)

IRS properties are sold under the provision of a VEFA, that stands for “Vente en l’Etat Futur d’Achèvement” (sale in a future state of completion). The VEFA is a contract that binds a seller to transfer at once all the rights to the land for sale, including the ownership of existing constructions. The price of the IRS residences can be paid in instalments as construction advances or in full, and the newly built infrastructure becomes the property of the buyer as the construction progresses.

Garantie Financière D’achèvement (GFA)

The developer has contracted a performance bond (Garantie Financière d’Achèvement – GFA) with an established banking institution, the Mauritius Banking Corporation, selon les conditions de la VEFA. The GFA guarantees the delivery of the property to the buyer, in line with the terms and conditions mentioned in the contract between the buyer and the seller. If the developer fails in any way to deliver the property as stipulated, the banks will guarantee the delivery of the property.

Mauritius residency with Anahita

You are eligible for a residence permit in Mauritius when you acquire a luxury property within a IRS, RES or PDS programme for a minimum of USD 500 000 (2020/2021 proposed budget USD 375 000).

Residence permit for your family

The members of the conjugal family of the owner, including the spouse and the children up to 24 years old, are granted the residence permit as well and the latter is renewable yearly. Unmarried partners are not entitled.

How long is the residence permit valid for?

As long as a foreign investor holds the ownership of the luxury property in an IRS, the residence permit remains valid. Upon selling the residence, the permit is void and the new owner, if he/she is a foreigner gets the residence permit.

Mauritian work permit

A residence permit does not mean that a work permit is instantly granted, and the latter is compulsory to perform professional activities in Mauritius. The homeowner needs to apply for the work permit, which is normally easily approved.

What is an Integrated Resort Scheme (IRS)?

In 2002, the Mauritian government, in collaboration with the Economic Development Board (EDB) launched a luxury residential programme aiming to attract foreign investment: the Integrated Resort Scheme (IRS). The scheme gives the opportunity to foreigners to buy a freehold property in Mauritius within an integrated residential development with a minimum investment of USD 500,000 (excluding taxes). IRS developments abide by certain guidelines:

  • Minimum of 10 hectares residential estate
  • High-class leisure, commercial amenities and facilities
  • Management services (security, maintenance…)
  • Social contribution to neighbouring communities

Upon investing in such real estate programme, property owners are entitled to a residence permit as well as the Mauritian tax resident status (when residing on the territory for a minimum of 183 days per year). Today, all new real estate projects opened to foreign investors are developed under the Property Development Scheme (PDS) which has replaced the IRS and RES.
